• John Phelan is a renowned American businessman and political donor.

• In 1986, Phelan completed his bachelor’s degree in economics and political science, with distinction from Southern Methodist University, Dallas.

• After completing his bachelor’s degree, John started his professional career as an investment banking analyst at Goldman Sachs & Co., where he joined the investment banking division as a financial analyst.

• Then he joined at the Equity Group, as vice president. At Equity Group he handled charge of acquisitions (Western region) for the Zell-Merrill Lynch Real Estate Opportunity Funds.

• John Phelan joined a Connecticut-based investment firm, ESL Partners, where he served as a principal for seven years. At ESL, Phelan was responsible for ESL’s Special Situation and Distressed Investments. Additionally, he helped in growing the firm from $50 million to over $2 billion in assets under management.

• In 1998, he co-founded a private investment company named MSD Capital, to manage the capital of Michael Dell, a renowned American billionaire who is founder, chairman, and CEO of Dell Technologies, one of the world’s largest technology infrastructure companies.

• At MSD Capital, John served as chief executive officer (CEO) and chief investment officer (CFO).

• He was also the co-founder of MSD Partners LP (“MSD Partners”), an SEC-registered investment advisor that was formed to enable a select group of outside investors to invest in strategies that were initially developed by MSD.

• Under his leadership, MSD posted double-digit net returns and over $20 billion in profits.

• In 2022, Phelan resigned from MSD and founded another private investment company, Rugger Management LLC based in Palm Beach, Florida.

• Phelan and his wife, Amy Phelan regularly host fundraising events at their homes in Palm Beach and Aspen. In 2022, they hosted a fundraiser for a foundation for AIDS research, amfAR. In the event they raised $5.3 million.

• On 27 November 2024, John Phelan was announced as a nominee-to-be for United States Secretary of the Navy by the President Donald Trump. However, due to the lack of experience in the Navy, the military, national-security policy, and the defense industry, his nomination was criticised by many defense experts.

• On 27 February 2025, Joh Phelan was testified before the United States Senate Committee on Armed Services and on 24 March 2025 with bipartisan support by a vote of 62–30, he was elected as the Secretary of the Navy.

• On 25 March 2025, he sworn in as the 79th Secretary of the Navy.

• In October 2025, the passengers record as a part of Jeffery Epstein flies released by the United States House Committee on Oversight and Government Reform indicated that Phelan flew twice on the plane of Jeffrey Epstein several months before Epstein’s first arrest on sex charges. The first flight took place on 27 February 2006, from New York’s John F. Kennedy International Airport to London Luton Airport, and the second flight, from London to New York on 3 March 2006.

• On April 22, 2026, John Phelan was fired from his Secretary of the Navy post by Secretary of Defense, Pete Hegseth.

• According to Pete Hegseth, Phelan was moving too slowly on implementing shipbuilding reforms. Additionally, Phelan was direct communicating with Donald Trump rather than following usual chain of command.

• A meeting was held between Donald Trump and Pete Hegseth, in which Trump himself showed frustration over slow pace of shipbuilding and became convinced that John Phelan needed to be replaced.

• Pentagon (the headquarters of the United States Department of Defense) spokesperson Sean Parnell announced Phelan’s leaving his post “effective immediately”. He share the news on X , where he wrote,

On behalf of the Secretary of War and Deputy Secretary of War, we are grateful to Secretary Phelan for his service to the Department and the United States Navy.”
