Some Lesser Known Facts About Rahul Vikram

• Rahul Vikram was born in the Unnao district of Uttar Pradesh. He joined the police service as a 2018-batch DANIPS officer.

• After induction, he was posted in the Delhi Police. He was assigned to the Special Cell, which handles sensitive and high-risk investigations.

• He later began serving in the counter-terrorism unit of the Special Cell. During his tenure, he led and participated in operations against terror modules and organised crime networks.

• His team busted a suspected Al Qaeda module operating from Jharkhand. He also worked on coordinated operations to bring wanted criminals back to India from foreign countries.

• One such operation involved Sachin Thapan, linked to the murder of Punjabi singer Sidhu Moose Wala. His unit also facilitated the return of Kala Rana from Thailand.

• Kala Rana was described by investigators as a close associate of gangster Lawrence Bishnoi. He was also involved in the arrest of Sandeep alias Kala Jathedi, who carried a bounty of over Rs 7 lakh.

• On February 20, 2026, members of the Indian Youth Congress staged a shirtless protest at the AI Impact Summit in New Delhi.

• The protest took place at Bharat Mandapam in the national capital. The Delhi Police registered a case in connection with the protest.

• Eight persons were arrested in the case, including IYC president Uday Bhanu Chib. Two suspects were identified as directly involved in the protest.

• One additional suspect was identified as part of the alleged conspiracy. Before dawn on 25 February 2026, a Special Cell team led by Rahul Vikram travelled to Shimla district.

• Shimla Police further alleged that DVRs of CCTV cameras at Chanshal Resort were removed without a seizure memo.

• Delhi Police stated that the DVR was seized with proper documentation. After detaining the suspects, the Delhi Police team attempted to produce them before a local court in Shimla for transit remand.

• Delhi Police sources said court staff were not available to complete the legal process. Himachal Pradesh Police stated that the Delhi team had not followed the required inter-state arrest procedures.

• Two Delhi Police teams were intercepted near Shimla bus stand and Dharampur in Solan district. They were produced before a Shimla district court during the day.

• According to Himachal Police, the Delhi team left the court around 7:30 pm despite being asked to remain. Around 8:00 pm, the Delhi Police team was stopped at the Shoghi police barrier.

• Approximately 15 Delhi Police personnel were detained at the Shoghi police post. Shimla Police informed them that an FIR had been registered at Chirgaon Police Station.

• FIR number 0018/2026 was filed on 25 February 2026 at 8:11 PM. The FIR was registered under Section 173 of the Bharatiya Nagarik Suraksha Sanhita, 2023.

• Sections 140(3), 329(4), 127(2), and 190 of the Bharatiya Nyaya Sanhita, 2023 were invoked. These sections relate to kidnapping, aggravated house-trespass, wrongful confinement, and unlawful assembly.

• Arguments reportedly took place between Rahul Vikram and Shimla Police officers at the Shoghi barrier. Rahul Vikram stated that two suspects were directly involved in the protest.

• He stated that one suspect was involved in the conspiracy. A senior Delhi Police officer said coordination was ongoing with Himachal Police.
